The hard part is building a list that is complete for your area, clean, and used in line with UK marketing rules. This guide shows how to build a B2B list of local businesses in London, Manchester, Birmingham or any other city, which sources to combine, and what PECR means for B2B email.
The short answer
- Pick one business type and one city, then split the city into areas.
- Search area by area for trading businesses, and collect the contact details they publish.
- Note each business's legal form: limited company, LLP or sole trader.
- Store numbers in +44 format and remove duplicates by phone and website.
- Under PECR, limited companies can receive B2B marketing email without prior consent if you name yourself and offer an opt-out. Sole traders need consent.
Two kinds of UK business data
There are two different things you can list in the UK, and a good lead list uses both.
Registered companies. Companies House holds the public record of every limited company and LLP: legal name, company number, registered office, officers and an industry code. It is free to search. But the registered office is often an accountant's address, there is no phone number or email, and sole traders are not on it at all.
Trading businesses. The café, the dental practice or the building firm you want to sell to has a trading address, a phone number and a website. You find these in public business listings and on the businesses' own websites and social pages.

PECR in plain words for B2B email
The Privacy and Electronic Communications Regulations (PECR) set the rules for marketing by email, text and other electronic messages. They treat recipients differently depending on who they are.
- Corporate subscribers (limited companies, LLPs, government bodies) can receive B2B marketing emails without prior consent. Every message must identify you and carry a working opt-out.
- Individuals and sole traders need consent, or a valid soft opt-in (usually an existing customer relationship).
- Named people. An email to a named person at a limited company falls under the corporate rule for PECR, but UK GDPR still applies to that person's data. Keep only what you need and delete it on request.
- Calls. Before marketing calls, screen numbers against the TPS and Corporate TPS registers.

Lead generation in the UK, step by step
- Choose your target. For example: "Independent restaurants and cafés in Manchester city centre with a website."
- Split the city into areas. In London, think City of London, Canary Wharf, Shoreditch, Soho, King's Cross, Croydon and Park Royal. In Manchester: the city centre, Spinningfields, the Northern Quarter, Salford Quays and Trafford Park. In Birmingham: the Colmore business district, the Jewellery Quarter, Digbeth, Brindleyplace and Edgbaston.
- Search area by area. One search for a whole city gives you the best-known names; area searches find the rest.
- Collect published contact details. Check the website footer, contact page and about page, plus the business's Facebook, Instagram and LinkedIn pages.
- Store numbers in +44 format. London numbers start 020, Manchester 0161, Birmingham 0121 and mobiles 07. Drop the leading 0 and add +44.
- Mark the legal form. "Ltd", "Limited" or "LLP" in the name is a good sign; check Companies House when in doubt. If you cannot tell, treat the business as a sole trader for email.
- Remove duplicates. Chains and franchises appear in many areas; keep one row per branch and match on phone and website.
- Qualify and batch. Sort by rating, reviews and website, then work in batches of 50 to 100.
Say you sell bookkeeping to small firms in Birmingham. Five areas might give you 300 businesses. If half are limited companies, those 150 can receive a well-written B2B email with your details and an opt-out; the sole traders are better reached by phone, at an event, or through a referral.
Business culture and timing in the UK
- Short and direct. UK buyers prefer short, polite emails that get to the point. One clear question works better than a long sales pitch.
- First names. Most B2B emails use first names from the start, but stay professional.
- Timing. The working week is Monday to Friday. Avoid bank holiday weekends, the August holiday weeks and the second half of December.
- Local proof. Mentioning that you work with businesses in the same town or sector helps, but only if it is true.
- Unsubscribes. Honour opt-outs at once and keep a suppression list, so the same business is never emailed again from a new list.
