UK. PECR covers marketing email. Corporate subscribers (limited companies, LLPs, government bodies) can receive B2B marketing without prior consent, but sole traders count as individuals. UK GDPR still applies to named people's data, such as a named address like [email protected], so handle it with care. The ICO enforces both.
USA. The federal law on commercial email, enforced by the FTC, sets out the basics: no misleading headers or subject lines, a valid physical postal address, a clear way to opt out, and opt-outs honoured within 10 business days.
UAE and Saudi Arabia. The UAE's TDRA rules on marketing messages and the UAE PDPL (Federal Decree-Law 45 of 2021) expect clear consent for marketing messages, a clear sender identity and a free opt-out. Saudi Arabia's PDPL, overseen by SDAIA, requires prior consent for marketing messages and an easy way to withdraw it. In practice, start with a call or a single, personal business enquiry that asks permission (template 5 below), not a marketing sequence.

Subject lines and first lines that work
The subject line and the first line decide whether a busy owner reads on. Keep both plain and specific:
- Name the business or the topic. "Online booking for [Business name]?" or "Coffee samples for your cafe" works better than "Partnership opportunity".
- Keep it short. Three to six words fit on a phone screen without being cut off.
- Skip sales language. Capital letters, several exclamation marks and words like "amazing offer" look like advertising and invite a quick delete.
- Open with them, not you. "I saw your clinic in JLT takes bookings by phone only" earns the next line; "We are a leading provider" does not.
- End with one question. A yes-or-no question is easier to answer than "let me know your thoughts".

How to personalise when you have no contact name
Most local businesses publish a general address such as info@ or hello@, not a named person. That works well enough. Personalise to the business, not the person:
- Area or building: "your clinic in JLT", "your cafe on Deansgate".
- Something on their website: no online booking, an old menu, no Arabic page.
- Reviews: "lots of reviews mention the wait time" (only if true and relevant).
- Ask for the right person: "Who looks after [topic]?" turns a general inbox into a referral.
Sending set-up, step by step
- Use a business domain mailbox, not a free webmail address.
- Set up SPF, DKIM and DMARC for that domain, so receiving servers can check the email is really from you.
- Warm up slowly. Start with a small number of emails a day and grow over a few weeks.
- Write plain text, with one link at most and no attachments in the first email.
- Send in their working hours. The UAE weekend is Saturday and Sunday (since 2022); the Saudi weekend is Friday and Saturday; the UK and USA use Saturday and Sunday. Early morning, local time, works well.
