  3. Write in the customer's language: English for most mixed audiences, Arabic for Arabic-speaking customers, or two versions.
  4. Keep each message short, personal and useful: one offer, one reminder or one question.

Good practice and local rules in the UAE

At the time of writing (October 2026), two sets of rules matter most for WhatsApp marketing in the UAE:

  • The TDRA rules for marketing messages. The Telecommunications and Digital Government Regulatory Authority expects marketing messages to go to people who agreed to receive them, to name the sender and to offer a free way to opt out.
  • The UAE PDPL (Federal Decree-Law 45 of 2021 on personal data protection). It expects clear consent for marketing and a free, easy way to withdraw it.

In practice, clear consent looks like this: an unticked box on your website form that says you will send offers on WhatsApp; a line on your booking or loyalty form with a box to tick; or a customer who messages you from a click-to-chat link and asks about offers. Keep a record of who agreed, when, where and to what.

WhatsApp points the same way. It is built for conversations people welcome, and it can limit accounts that many people block or report, so message people who know your business and expect to hear from you.

The UAE runs on one time zone (UTC+4), so timing is simpler than in the USA. A few local patterns matter more:

  • The working week. Most offices work Monday to Friday, and many close earlier on Friday. Avoid Friday around midday, when many people go to Friday prayer.
  • Ramadan. Working hours are shorter, B2B replies slow down, and consumers are often most active in the evening after iftar. Ramadan dates follow the moon, so check them each year.
  • Summer. Many families travel in July and August, so consumer campaigns may reach fewer people at home.

Arabic, English or both

English reaches most mixed audiences in Dubai. Arabic reads better for Emirati and other Arabic-speaking customers, and many businesses in Abu Dhabi and Sharjah work in Arabic day to day. Some businesses also write to their customers in Hindi, Urdu, Malayalam or Tagalog.

  • Tag contacts by language and send two versions, rather than one long message in two languages.
  • When you do not know the language, a short message with one Arabic line and one English line is a safe choice.
  • Use a name field with a fallback in each version, such as {{first_name|there}} in English and a polite Arabic phrase for "dear customer" in the Arabic one.
  • Have a native speaker write or check the Arabic text, and send a test to yourself: prices, dates and English brand names inside Arabic text can shift on screen.
  • Put the opt-out line in both languages, and keep the word STOP in Latin letters so it is easy to recognise.

WhatsApp marketing in UAE: message ideas that work

  • Real estate: a PDF brochure and floor plan of a new listing, sent to buyers who asked about that area, such as one-bedroom flats in JVC.
  • B2B services: say you sell office coffee machines to companies in Business Bay. After a demo request, send the PDF price list and a poll: "Which suits you better: buy, rent or a two-week trial?"
  • Car service: a reminder when a customer's next service is due.

Your first UAE campaign in eight steps

  1. Choose a list of people who agreed, for example 300 customers from your shop's records.
  2. Clean the numbers. Add the country code 971 and drop the first 0, so 050 123 4567 becomes 971501234567. UAE mobiles start with 050, 052, 054, 055, 056 or 058; numbers starting 02, 03, 04, 06, 07 or 09 are landlines, which rarely use WhatsApp.
  3. Split the list by language and by interest.
  4. Write two or three versions of the message, with the name field and an opt-out line.
  5. Send a test to yourself and read it on your phone.
  6. Schedule it for a weekday morning, for example Tuesday at 10:30 UAE time.
