- Define the businesses you want, in one sentence.
- Map where they sit, area by area and tower by tower.

- Follow up on a fixed plan.
- Measure a few numbers every week.
- Repeat with the segment and area that worked best.
Who to target: the base of a B2B lead generation strategy
Every strong strategy starts with a narrow target. "Companies in Dubai" is not a target; it is a phone book. Look at your three to five best customers and ask what they have in common: the type of business, the area, and the problem you solved for them.
Then write one sentence that anyone on your team could use to say yes or no to a business, such as: "We sell office coffee machines to companies with their own office in a tower in Business Bay or JLT." A good target sentence names:
- The business type, in the words those businesses use for themselves.
- The place: a city, or better, the districts inside it.
- Signals you can check from outside: has a website, has many recent reviews, is still open.
Leave out what you cannot check. The revenue and staff numbers of private companies are rarely public, so a target built on them cannot become a list. If you sell several things, pick one segment for the first month.
Where are your buyers? Map the city area by area
This is the step most strategies skip. A single search for "IT companies in Dubai" or "accountants in London" returns a short, ranked set of the best-known names. Results favour businesses with many reviews, lean towards the centre of the search area, and often leave out offices stacked inside towers. New businesses rank low for months.
The fix is to treat a city as a list of smaller places:

Search them one by one in districts such as Business Bay and JLT in Dubai, Olaya in Riyadh, West Bay in Doha, Canary Wharf in London, or Midtown Manhattan. Say one tower in Business Bay holds 60 companies. A city-wide search might show two of them; the other 58 are still there for the team that looks in the right place.
How to turn businesses into reachable leads
A business on your list only becomes a lead when you can reach it. Take contact details from what the business publishes itself: the website footer, the contact and about pages, and its Facebook, Instagram and LinkedIn pages. Do not guess addresses from patterns such as firstname@company; guessed addresses bounce and hurt your sending reputation.
Then keep one clean list. The same business turns up in two neighbouring areas or under two spellings, so store every number in international format (+971, +966, +44, +1) and match duplicates on phone and website. Which outreach channels work best for B2B?
Pick one or two channels that suit your buyers, not five. Here is how the common ones compare for reaching local businesses:

Follow-up and measurement: the weekly routine
Many replies come from the follow-up, not the first message. Set a follow-up plan before you start and use it for every lead:
- Day 1: first message by your main channel.
- Day 3: a short call, or a note by a second channel.
- Day 7: a brief follow-up that adds one useful detail.
- Day 14: a last polite note that makes it easy to say "not now".
- After that: mark the lead "not now" with a date three months ahead.
Then track five numbers every week: leads added, leads contacted, replies, meetings and deals. As a worked example, say you contact 400 businesses in a month. If 1 in 20 replies, that is 20 conversations. If 1 in 4 conversations becomes a meeting, that is 5 meetings. Now you know what to change: if replies are low, fix the target or the message; if meetings are low, fix the offer or the follow-up.

Good practice and local rules
- UAE. The weekend has been Saturday-Sunday since 2022. The TDRA's rules on marketing messages and the UAE PDPL (Federal Decree-Law 45 of 2021) expect clear consent, a clear sender identity and a free opt-out.
- Saudi Arabia. The weekend is Friday-Saturday. The PDPL, overseen by SDAIA, requires prior consent for marketing messages and an easy way to withdraw it.
- UK. Under PECR, limited companies and LLPs can receive B2B marketing emails without prior consent if each message names the sender and offers a working opt-out. Sole traders need consent or a valid soft opt-in.
- USA. Federal rules for commercial email, enforced by the FTC, require honest headers and subject lines, a physical postal address and a working opt-out honoured within 10 business days.
