Cold Calling List: How to Build a B2B Phone List That Connects

Build a cold calling list of businesses that pick up: the right numbers and columns, call times for the UAE, Saudi Arabia, UK and USA, and the rules to check.

A cold calling list is only as good as the numbers on it. Old numbers, shared reception lines and businesses that do not fit your offer turn a calling day into a dialling day. This guide shows how to build a B2B calling list that actually connects: which numbers to collect, which columns to keep, when to call in the UAE, Saudi Arabia, the UK and the USA, and the rules to check before you pick up the phone.

The short answer

  1. Target one business type in a few nearby areas, not a whole country.
  2. Collect the main business line and any business mobile the company publishes, and mark which is which.
  3. Add columns for the best time to call, the outcome and the next step.
  4. Screen the list against the calling rules and your own do-not-call list.
  5. Call in local working hours, in short focused blocks, and log every outcome.

What makes a cold calling list connect?

Four things decide whether a call reaches someone useful:

  • The right businesses. A list of companies that fit your offer gives every call a reason. A random list does not.
  • The right number. A main line reaches reception. A published business mobile in an owner-run firm often reaches the owner. A shared business centre number reaches a receptionist who answers for many companies, so ask for the company by name.
  • The right time. Calling a restaurant at lunchtime, or a Saudi office on a Friday, wastes the call.
  • A reason to call. "I saw you opened a second branch in Al Barsha" earns more attention than "I wanted to introduce our company".

Take a worked example. Say you dial 200 numbers in a day. If 1 in 4 picks up, that is 50 conversations. Better numbers and better timing raise that first figure, and everything after it rises with it.

How to build the calling list, step by step

  1. Choose the business type and areas. Say you sell office coffee machines. Your list is companies in office towers in Business Bay and JLT, not every business in Dubai.
  2. Collect the published numbers. Take the main line from the listing and website, and any business mobile the company publishes on its website or social pages.
  3. Write every number in international format. For example +971 4 123 4567 for a Dubai landline or +44 161 496 0000 for Manchester. It makes repeats easy to spot and dialling consistent.
  4. Remove repeats. The same company often appears twice under different categories. Keep one row.
  5. Flag shared lines. If several companies share one number, mark it, so callers ask for the company by name.
  6. Screen against the rules (see below) and against your own do-not-call list.

For shops and restaurants, call in the quiet hours between customer peaks, whatever the region.

A short opening that works

You usually will not have a contact name, because most local businesses publish a main line rather than a person. Ask for the right person instead:

  1. Who you are, in one line: "Hello, this is Omar from [Company] in Dubai."
  2. Why this business: "I am calling a few companies in your tower about [topic]."
  3. One question: "Who looks after [topic] for your office?"
  4. A small next step: "Could I send them a short email and call back on Tuesday?"

If they say no, thank them, mark the row "do not call" and move on.

B2B cold calling rules to check before you call

UK. Live marketing calls to businesses are allowed, but numbers registered with the Telephone Preference Service (TPS) or the Corporate Telephone Preference Service (CTPS) should not receive unsolicited sales calls, so screen your list against both before you dial. Respect anyone who asks you to stop calling. The ICO enforces these rules.

USA. The TCPA covers calls and texts to phones. Automated or prerecorded marketing calls and texts need prior written consent, so B2B callers usually dial by hand. Also check whether the FTC's National Do Not Call rules apply to the numbers you call, since some small businesses use personal mobiles.

UAE. At the time of writing, October 2026, UAE telemarketing rules limit marketing calls to set daytime hours, expect calls from lines registered to the company, and say a person who declines should not be called again. The TDRA rules on marketing messages and the UAE PDPL also expect a clear sender identity and a free opt-out.

Saudi Arabia. The PDPL, overseen by SDAIA, requires prior consent for marketing messages and an easy way to withdraw it. Treat a first business call as a polite enquiry, and ask permission before any follow-up marketing.

Is B2B cold calling allowed in the UK?

Mid-morning on a working day, in the recipient's time zone, is a good default. Mind the different working weeks: Friday and Saturday are the weekend in Saudi Arabia, Saturday and Sunday in the UAE, the UK and the USA.
