But a lead list is only worth the rows you can actually use to start a real conversation, within the rules of the country you sell to. ## What do you actually get when you buy B2B leads?

"Buying leads" can mean four quite different things:

- **A one-off file.** A spreadsheet of businesses in a sector or region. You own the copy, but not the right to use it in any way you like.

### Rows you cannot use

In the UK, consent that a list seller collected only helps you if it clearly named your business. In the UAE and Saudi Arabia, data protection rules expect consent for marketing messages, and you should be able to show it. A seller's general promise that a list is "compliant" does not cover you.

## How to work out the real lead list cost

Compare every option on cost per usable lead. Here is the sum as a worked example with round numbers:

- **Bought file.** Say it has 5,000 rows and costs X. After you remove repeats, closed businesses and bounced emails, 3,000 rows are left, and 1,800 of those are in the areas and business types you sell to. Your real cost is X divided by 1,800, not X divided by 5,000.
- **Built list.** Say you spend a few evenings, or one month of a software subscription, and end up with 1,500 businesses in your exact target areas. Your real cost is that time or fee divided by 1,500.

Then add what never shows on the invoice: the hours spent cleaning a bought file, buying it again next quarter, and the effect of bounces on your email reputation.

## Questions to ask before you buy any lead list

1. Where did each record come from, and can you show me?
2. When was each record last checked? Is there a date on every row?
3. Is consent recorded? For what, when, and does it name my business?
4. How many other buyers have this same list?
5. What happens with bounces and wrong numbers? Do you replace them?
6. Can I see a free sample of 50 rows from my exact target area, so I can check them myself?
7. For UK lists: are sole traders marked separately from limited companies?
8. Have repeats and closed businesses been removed?

If a seller cannot answer the first three questions clearly, keep looking.

## How to build your own list instead

1. Define your target in one sentence: business type, place and visible signals such as reviews or a website.
2. Split each city into areas and search them one by one, so smaller businesses are not missed.

## Consent and local rules: UAE, Saudi Arabia, UK and USA

- **UAE.** The TDRA rules on marketing messages and the UAE PDPL (Federal Decree-Law 45 of 2021) expect clear consent for marketing messages, a clear sender identity and a free opt-out. Ask whether a bought list comes with consent you can show.
- **Saudi Arabia.** The PDPL, overseen by SDAIA, requires prior consent for marketing messages and an easy way to withdraw it.
- **UK.** Under PECR, limited companies and LLPs can receive B2B marketing emails without prior consent if you identify yourself and include a working opt-out; sole traders need consent or a valid soft opt-in. UK GDPR applies to named people's data.
- **USA.** The federal law on commercial email, enforced by the FTC, applies to every commercial email, bought list or not: honest headers and subject lines, a physical postal address and an opt-out honoured within 10 business days. For texts, the TCPA expects written consent before automated marketing messages, so do not text a bought list of mobile numbers.
